Regular Council Meeting - Monday, January 11, 2021

On Monday, January 11, 2021, there will be a regular Council meeting for the City of Terrace.

In accordance with the most recent Provincial Health Officer Order regarding gatherings and public events, the public is currently not permitted to attend Council Meetings, Public Hearings, or Committee of the Whole meetings. However, according to the Guidance for Open Meetings and Electronic Meetings under Current PHO Orders and Ministerial Order 192, local governments are encouraged to hold electronic Council meetings and public hearings. The City of Terrace will be holding our meetings electronically until further notice from the Provincial Health Officer.

Council will continue to meet in a combination of in-person and virtually to limit the number of people in Council Chambers.

How can you participate in upcoming Council meetings, public hearings, and more? In addition to the usual ability to watch for observation only through Facebook or our website, you’ll now be able to join our Microsoft Teams call if you wish to address Council directly about an item on this evening’s agenda, just as if you were there in person. Please note there is a separate link for the Public Hearing, which will begin tonight's proceedings. If you haven’t used Teams before, we encourage you to read information on the link that follows, and also to sign in to the meeting about 10 minutes early to ensure you are connected in time (you will need to download the Teams app if you are connecting on a smartphone). You do NOT need a Microsoft account to join as a guest.  We have a page explaining how it works, including technical details that go over how to use Microsoft Teams.

Public Hearing: 7:00 pm
Regular Council Meeting: 7:30 pm

    On the Public Hearing agenda:

    • Council will be considering passing third reading of a bylaw to amend the Zoning Bylaw for the property located at 5008 Agar Avenue. This amendment will change the permitted uses and regulations in the Local Commercial zone by adding “Office” as a site-specific permitted use for the South 1/2 of the property, and by adding “Technical Consulting Firm” and “Trade Contractor” as site-specific permitted uses for the North 1/2 of the property; and
    • Council will be considering passing third reading and adoption of bylaws to amend the Official Community Plan (OCP) Bylaw and the Zoning Bylaw for the property located at 5106 Joliffe Avenue. The applicants are requesting the bylaw amendments to permit the construction of a single detached or semi-detached residential dwelling on the property.

    On the Regular Council Meeting agenda:

    • Representatives from Aspect Safety will be speaking about their new program, ASPECT Kickstart, which will provide free pre-employment training to residents of Terrace;
    • Council will be reviewing a request for a Letter of Support for the 2021 Northwest Regional Airshow;
    • Council will be reviewing an application from NSD Development Corporation for a Temporary Use Permit at 4800 Keith Avenue. The applicant is requesting to use a portion of the subject land for the outdoor storage of waste container bins, shipping containers, construction materials, and industrial equipment without first establishing a Primary Use on the land;
    • Council will be receiving the 2021 Budget Survey results;
    • Council will be considering approval of the Terrace Regional Transit 2020/2021 amended Annual Operating Agreement;
    • Council will be considering approval of a $50,000 allocation from the Community Forest Reserve to the Terrace Community Forest (TCF) to allow for the completion of their 2021 annual community granting process; and
    • Council will be reviewing the December 2020 Building Synopsis.
