4600 Lakelse Avenue Revitalization Project

The 4600 Lakelse Avenue Revitalization Project started off as a proposal brought to City Council by Terrace Downtown Improvement Area (TDIA) to turn the 4600 Block of Lakelse Avenue into a vibrant, pedestrian-friendly place where community can gather, and tourists will travel to see.

The proposal was formally adopted by Council and became a 2026 Capital Project. The City of Terrace has continued to work closely with our community partner TDIA to ensure that their original vision can become a reality.

Project Information

After leading community engagements with the local business community and downtown community, Terrace Downtown Improvement Area (TDIA) developed and brought a proposal to City Council in 2025 that would transform Lakelse Avenue into a vibrant and modern street that would allow people to shop, gather, and celebrate right in the heart of the community.
This proposal was accepted by City Council, and the 4600 Lakelse Avenue Revitalization Project was added to the 2026 Capital Projects list.

Lakelse Avenue holds a lot of memories and history. Part of Lakelse Avenue's history is in how it has evolved and revitalized over generations. Like its predecessors below, this generation's Lakelse Avenue and its memories will live on as an important part of Terrace's history.

Working with the businesses located on and around the 4600 Block has always been a priority for this project. From the beginning, their feedback, concerns, and visions have contributed to TDIA's original proposal and how we have moved forward leading up to and through construction.
Every business is unique and will have unique needs during the reconstruction of this street. Through early consultations and providing businesses with a designated channel of communication to the project team, we have and will continue to work with each individual business throughout this project to minimize any potential impacts during construction.

This open house was to gather and connect with the businesses located on and around the 4600 Block prior to construction.
Lakelse Avenue holds a lot of history, and that history includes the trees. Understanding this, we are not taking their removal lightly and we want to clarify: Due to the roots likely being intertwined with existing infrastructure, this project would not be able to take place without removing or fatally damaging these trees.

New trees will be planted in engineered structural soil. This soil will support growth of the trees and their roots, prevent their roots from becoming entangled in the infrastructure, and also provide a structural foundation for the sidewalks and paver stones.

The Kermode bears, the wings, and other art and items located on this block will be removed and stored by the City in a temporary storage facility.
