Statement on Skeena Industrial Development Park Settlement

Subject: Skeena Industrial Development Park Settlement Update

October 29, 2025 – The City of Terrace, partnering with Kitselas First Nation in the Joint Venture at the Skeena Industrial Development Park, have received a positive decision from the B.C. Supreme Court regarding legal proceedings with Taisheng International Investment Services Inc.

The Court has ordered Taisheng International Investments Services Inc. to return a $6.18-million construction deposit to the City after the company did not meet its developmental obligations for the Skeena Industrial Development Park. The construction deposit will be retained by the Joint Venture to be used on the park’s groundwater system.

While this decision is a positive step forward, the City recognizes that there is a 30-day period in which the company may seek to appeal the ruling. The City will respect the judicial process and will provide an update after the 30-day appeal period has elapsed.
