With the goal of improving safety and traffic flow for all users, changes are underway to the configuration of traffic, bike and parking lanes on Kalum Street between Greig Avenue and Soucie Avenue. These changes were recommended in an ICBC audit focused on road safety and traffic flow in Terrace.

As the work is underway, we ask drivers along Kalum Street to please use the single straight through lane as the turn lane. (This is part of the changes). The parking and bike lanes are not to be used as a turn lane. As the lines and symbols are painted on the road over the next few days, the flow of traffic should become clearer.

What are the changes?

  • Reconfiguring traffic lanes on Kalum Street between Davis Avenue and Greig Avenue. The two lanes of traffic in each direction will now be one lane in each direction, with a centre two-way left turn lane. This is the same configuration as other blocks in Terrace, such as the 4600 and 4700 blocks of Lakelse Avenue, in front of the Skeena Mall. (Image shows configuration of this section of the street)
  • Removing narrow turning lanes to create dual purpose, straight-through and turning lanes.
  • Modifying lane widths on Kalum Street between Davis Avenue and Soucie Avenue
  • Adding buffers between bike lanes and parking lanes
  • Adding parking where turn lanes are being consolidated

Why are we making these changes?

  • Changes come from an ICBC road audit
  • Aim to minimize frequency and severity of preventable collisions
  • Need to consider the safety of all road users, including vulnerable road users 
  • Aim to minimize potentially negative impacts outside the project limits, for example, prevent collisions elsewhere along the route 
  • Addition of buffers between parked vehicles reduces the likelihood of bicycle conflict with car doors

Please use caution in the area while these changes take place. 

July 25, 2025 - Response to concerns about traffic congestion

In response to public feedback, Public Works reviewed the traffic congestion near Kalum Street and Lakelse Avenue. They found that the traffic lights at that intersection haven’t been cycling properly—an issue made worse by the recent lane changes. Crews are now working to fix the lights as quickly as possible to help ease congestion. We appreciate your patience as we fine-tune the new traffic layout.
