Notice of Intention to Pave 4700 Block Davis

Notice is hereby given pursuant to Part 7, Division 5 of the Community Charter that Council of the City of Terrace intends to proceed with the construction of the 4700 Block Davis Avenue as a Local Area Service on Council Initiative.

General Description of the Work:

To undertake upgrading and asphalt paving to a 9.0 metre standard (including integral asphalt curb and storm drainage) on 4700 Davis Avenue, from Eby Street to the east property line of #1-4714 Davis Avenue, a distance of approximately 278 metres (913 feet).

Within thirty (30) days of the date of the publication of the second notice in the Terrace Standard (by March 12th), unless a majority of the owners representing at least one half of the value of the parcels which are liable to be specially charged, petition the Council of the City of Terrace not to proceed with it, the work may be undertaken as a Local Area Service.

Community Services Guide

The recent announcement that West Fraser is permanently shutting down its Eurocan operations in Kitimat means that residents in the Kitimat-Terrace Valley will face some challenges as jobs are lost in the region.

The District of Kitimat, City of Terrace and the RuralBC Secretariat, along with many community partners, have been working together to develop a Transition Strategy in response to the announcement.  This strategy is aimed at finding ways to help displaced workers from Eurocan and other businesses affected by the closure.

This Guide was designed to create one source of information for special programs, employment services, community and social services, worker adjustment and retraining opportunities in Terrace and Kitimat.  There is also information about government funding and financial services.

Seniors Rental Housing Initiative

Seniors and Disabled Housing Initiative

The City of Terrace continues to work closely with BC Housing in the final permit stages for the development of 24 units of accessible subsidized rental housing for seniors and disabled adults. The units will be constructed at 4620 Davis Avenue, former site of the Farmers' Market, in the summer of 2010. Applications for these rental units may now be placed with BC Housing.

BC Housing Application Process

It is anticipated that the 24-unit seniors and disabled housing project in Terrace will be ready for occupancy some time in the fall of 2010. Interested and qualifying seniors and/or disabled adults may apply to BC Housing at this time.

To apply, print off the pdf application form, and ensure you include the following specific wording on page 9 of the application:

Wood Stove Exchange Program Extended into 2010

This spring is the last opportunity for homeowners to participate in the Provincial Skeena-Bulkley Valley Lakes District Woodstove Exchange Program and be eligible for the $250 provincial rebate however City of Terrace residents will still be able to participate in the City's Woodstove Exchange Program with rebates of $100 plus the waiving of the $50 building permit fee until the end of 2010 (or until all rebates are used).

Measuring up the North: Terrace

As part of the Measuring Up the North initiative made up of 41 communities in the North, the City of Terrace Council appointed volunteer community members interested in improving Terrace's accessibility for persons with disabilities, seniors and families with small children.

The City's Measuring Up Terrace Committee received grant funding through 2010 Legacies Now which enabled the Committee to hire a Co-ordinator who worked with the Committee to conduct a Community Assessment and Strategic Plan.  In addition, the funding provided money to undertake some small projects that will help to improve accessibility in the community.  You may reach the Committee at cityhall@terrace.ca or by contacting Heather Nunn at 250.638.4722.

A Community Assessment Survey was distributed throughout the community seeking input on the City's existing level of accessibility, and for suggestions on how to make Terrace more inclusive and accessible.  Responses were collected until July 31, 2008, and results of the survey are posted below:

City Approves 2010 Provisional Budget

Through a series of Committee of the Whole meetings and numerous presentations by community groups throughout November and December, Council has developed the 2010 Provisional Budget.  The Base Budget totals $15,957,904 and the Project Budget totals $3,632,093.

The Provisional Budget authorizes expenditures in the New Year and will be replaced by the 2010 to 2014 Financial Plan Bylaw (which needs to be adopted by May 15th, 2010).  After 2009 Year End, Council will modify the Provisional Budget by considering actual 2009 surpluses, project works-in-progress, property assessments, taxation and outstanding items.

City Passes Controlled Substance Property Remediation Bylaw

The City passed Controlled Substance Property Remediation Bylaw No. 1953-2009 in November.

The purpose of the Bylaw is to help ensure that grows ops and meth labs are not located in our community.  These properties pose a significant risk to the health and safety of occupants, neighbours and emergency first responders, as well as cause property damage.

Clandestine Drug Lab

Here are some of the common chemicals and ingredients that can be used to produce methamphetamine (crystal meth):

  • Acetone;
  • Anhydrous ammonia;
  • Battery acid (sulfuric acid);
  • Brake cleaner (toluene);
  • Cold tablets containing pseudoephedrine;
  • Drain cleaner (sodium hydroxide);
  • Freon;
  • Iodine crystals;
  • Paint thinner;
  • Reactive metals (sodium or lithium);
  • Red phosphorus;
  • Starter fluid (ether).

If you see any of the above ingredients stockpiled in greater than usual amounts, it could be an indication that someone is operating a meth lab.

Meth Lab Indicators

The equipment and processes used to produce meth can also reveal the existence of a clandestine methamphetamine laboratory.  According to the experts, here are some indicators of a meth lab:

  • Propane tanks with fittings that have turned blue;
  • Occupants of the residence constantly going outside to smoke;
  • Blacked out windows (the occupants don't want any one looking in and will go to great lengths to keep their activities private.  There may also be an unusual amount of security, such as bars on the windows that seem out of the place for the area);
  • Large number of people coming and going without staying long.  This usually happens later in the evening and into the night;
  • Strong smell of urine or unusual chemicals such as ether, ammonia or acetone;
  • An unusual amount of cold tablet containers that list ephedrine or pseudoephedrine as ingredients;
  • Jars containing clear liquid with a white or red coloured solid on the bottom;
  • Jars containing iodine or dark shiny metallic purple crystals inside of the jars;
  • Jars containing red phosphorus or a fine dark red or purple powder;
  • Coffee filters containing a white pasty substance, a dark red sludge, or small amounts of shiny white crystals;
  • Unusual number of propane cylinders and fire extinguishers, which have been altered to store anhydrous ammonia;
  • Bottles containing sulfuric, muriatic or hydrochloric acid;
  • Bottles or jars with rubber tubing attached;
  • Glass cookware or frying pans containing a powdery residue;
  • A large number of cans of camp fuel, paint thinner, acetone, starter fluid, lye, and drain cleaners containing sulfuric acid;
  • Large amounts of lithium batteries, especially ones that have been stripped;
  • Soft silver or gray metallic ribbon (in chunk form) stored in oil or kerosene.

Many of the above items are found in normal household products, but if they are gathered together in higher than usual amounts, it could indicate meth production activity.

If You Find a Clandestine Drug Lab

Call the RCMP immediately at 250.638.7400 or Crimestoppers at 1.800.222.TIPS (8477)

DO NOT:

  • touch anything in the lab area;
  • sniff any containers;
  • open or move any of the containers with chemicals in them;
  • smoke or eat anywhere near a methamphetamine laboratory;
  • attempt to clean up or dispose of a suspected meth lab yourself - this is a dangerous and complicated process which should be handled by trained professionals.

DO:

  • decontaminate yourself and your clothing as quickly as possible if you come in contact with a meth lab;
  • wash your hands and face thoroughly;
  • call your local authorities.

Grow Operations - Marijuana

Grow Operations (Grow Ops) in buildings are a public safety problem throughout many areas of the Province.  Research shows that a house, apartment or condominium that contains a Grow Op is up to 40 times more likely to catch fire than a normal dwelling.  Fires in buildings with Grow Ops pose extreme dangers for neighbours and emergency responders including fire, police and ambulance.

Grow Operations - The Hazards
 

Grow Ops are associated with the following safety hazards:

  • Fire:  High consumption of electricity combined with illegal wiring can lead to serious fires that often spread to neighbouring properties.
  • Health:  The high temperatures and humidity associated with Grow Operations lead to the formation of mildew, fungi, and moulds that may be dangerous to human health.
  • Structural:  The high temperatures and humidity associated with Grow Ops may cause rot, freezing damage, and other structural problems.
  • Electrocution:  Electrical bypasses and sub-standard wiring combined with high electrical load can result in dangerous electrical hazards.
  • Toxic Substances:  Fumes from a Grow Op can accumulate or be vented to the outside.  Chemicals used in a Grow Operation can accumulate inside the building.
  • Violence:  The occupiers of a Grow Op are more susceptible to violence, extortion, or home invasion.
  • Booby Traps:  Because Grow Operations are targets for "grow rips", they are sometimes protected by booby traps.  They create further risks for visitors or first responders.
  • Children at Risk:  Children who live in a Grow Op are subject to physical dangers and the many health and safety hazards listed here.

Costs of Investigation and Enforcement

The owner is responsible for all the fees and service costs of a Grow Op (or Clandestine Drug Lab) under the City's Bylaw, plus all the remediation costs.

Signs of a Grow Operation

If you suspect a Grow Operation, call the RCMP immediately at 250.638.7400 or Crimestoppers at 1.800.222.TIPS (8477)



What to look for:

  • Occupiers are rarely at home;
  • People come and go at odd hours;
  • Construction sounds;
  • Minimal furniture and belongings moved in;
  • Minimal garbage outside on garbage days;
  • Little or no outside maintenance;
  • Pots, fertilizer bags, and potting soil stored outside (greater than usual quantities);
  • Bright lights that may be on timers;
  • Condensation on windows;
  • Windows are covered with blinds or black plastic;
  • Power surges or brownouts in neighbourhood;
  • Sounds (humming, fans, trickling water);
  • Strange odours (skunk or rotting cabbage);
  • Abnormally warm buildings.

Who to Call

If you recognize these signs and suspect a Grow Operation (or Clandestine Drug Lab) in your neighbourhood, do not investigate.  Contact one of the following agencies:

Information for Landlords

Many Grow Operations (or Clandestine Drug Labs) are set up in rental properties.  Often the buildings are substantially altered or damaged in order to accommodate the wiring and equipment needed.  The following information and advice is offered to help landlords protect themselves and their properties:

  • Obtain tenant references and follow them up;
  • Execute a signed Tenancy Agreement;
  • Exercise your right to regular property inspections - VIEW Residential Tenancy Act;
  • Be aware that one cycle of a Grow Operation requires 3 months to complete;
  • Be suspicious if your tenants suddenly have to move and want to transfer the tenancy to a third party without due process;
  • Be suspicious if your tenants insist on paying rent in cash;
  • Be suspicious if your tenants refuse or delay an inspection;
  • Know the signs of a residential Grow Op and watch for them;
  • If a property has been used as a Grow Operation or Clandestine Drug Lab, this information must be disclosed to prospective buyers and/or occupants.

Report Controlled Substance Properties

If an Owner (or their Agent) reports a Controlled Substance Property under the City's Bylaw within 24 hours of the discovery, AND before the RCMP or an Inspector first discover the contravention, the fees and service charges under the City's Bylaw will be waived.

Building Remediation

All buildings in which a Hazardous Condition exists and that are declared to be a Controlled Substance Property under the City's Bylaw No. 1953-2009 are posted DO NOT OCCUPY.  Before they can be reoccupied they must be remediated in accordance with the Bylaw and then certified by a Qualified Professional as substantially free of contaminants before they can be re-occupied.

City Passes Wood Burning Appliance Bylaw

The Bylaw provides that all new Wood Burning Appliances must be a Certified Wood Burning Appliance that bears a certification mark certifying conformity with the Canadian Standard (CSA) or US (EPA) Standard.

The Bylaw also requires that only Permitted Wood Burning Appliance Fuels shall be used.  These are seasoned wood, untreated wood or manufactured products such as wood pellets or fuel logs retailed for use as fuel in a wood burning applicance.  "Seasoned wood" means wood with a moisture content of less than 20%, split and stacked in the open for a minimum of six months during the spring and summer, and covered during the fall and winter months.

The Bylaw also requires that Non-Certified Wood Burning Appliances are removed prior to the completion of the sale or transfer of real property on or after July 1, 2011.  In the case of newly installed Non-Certified Wood Burning Appliances, the City will be authorized to order their removal.

City Implements Snow Removal Financial Assistance Program

Qualifying owners of a residential property can receive a rebate of 50% up to a maximum of $250 per winter (subject to demand).  Applicants must submit the completed Application Form to the City's Public Works Department before being eligible for financial assistance.

Snow Removal - No Parking on City Streets November 15 to April 1

To facilitate snow removal, parking on City streets is prohibited during winter months (November 15th to April 1st).  Any vehicle that impedes snow removal and/or road maintenance work on any snow removal route can be towed.

Also, it is an offence to place snow from any private property onto the road Right-of-Way; it creates drainage blockages, buries and plugs up fire hydrants and interferes with routine snow plowing and/or road maintenance.

Eberle Planning and Research and HB Lanarc were retained by the City of Terrace to complete a Housing Needs Assessment Study and to provide directions to address these needs.  The purpose is to clarify areas of housing need and provide up to date data on the supply, diversity and condition of the housing stock.  The results of the Housing Needs Assessment will assist in the OCP Review process and provide needed direction for future City and community actions.  The Housing Needs Assessment "Housing Terrace: Trends, Needs and Directions 2009" was presented to Council by the Housing Needs Task Force.

The City hosted an exciting pre-season NHL game on September 14, 2009 between the Vancouver Canucks and the New York Islanders to standing room only crowds.  George Little Memorial Park was also packed with spectators who watched the game on the big screen.  It was an awesome event!  Thank you to all who were a part of this event, for all who voted for Terrace in the competition, and to all the sponsors and Committee members who made it happen.

Ron Bowles is the City's new Director of Finance.  Ron and his wife, Heather, and their 3 children are looking forward to life in Terrace and all that our area has to offer.  Ron came to the City from the District of Houston where he was the Director of Finance, and he previously worked in the Village of Telkwa as their Chief Administrative Officer.  Ron has many years in the private and non-profit sectors, and has formal education in accounting, engineering and project management.  When not in the office, Ron enjoys skiing and hunting.  Welcome Ron!

Ron fills the position left by Judy Degerness who retired after over 20 years of dedicated service to the City.  We wish Judy all the best in her retirement.

In 2009, the City of Terrace is looking to the future. We are revising our Official Community Plan and developing a Sustainability Action Plan.

Terrace 2050 Visioning Sessions were held on April 23 and 24, 2009 at the Skeena Mall.  Following these kickoff sessions, we gathered and compiled community input for our City of Terrace display at the Terrace Trade Show which took place May 1-3, 2009 at the Sportsplex.  This also provided an opportunity for further community input.

Town Hall Meeting

The City of Terrace is receiving over $1.2 million in Federal and Provincial funding to improve drinking water reliability during power outages, enhance local pedestrian pathways and strengthen local government services.

Spirit Square

The City of Terrace is pleased to announce the award of the design contract for the George Little Spirit Square Revitalization Project to the team of Phillips-Farevaag-Smallenberg and Allnorth Consultants Ltd.  This team exemplifies excellence in urban planning & design, landscape architecture and civil engineering design and construction.  It is anticipated that a high quality master plan for the revitalization of this key civic place will be developed.  Following the completion of the master plan a significant transformation of this space will be completed in the summer of 2009 with the assistance of the B.C. Spirit Square program.

The City, along with design consultant Phillips-Farevaag-Smallenberg, hosted a public open house on April 2, 2009 to present the concept design for revitalizing lower George Little Memorial Park. The input received will determine the final master plan for the transformation of this key civic space.

Airport Lands

The Kitselas First Nation and the City of Terrace signed a co-operation agreement on April 19, 2007 to partner in the development of approximately 800 acres of potential industrial land immediately south of the Northwest Regional Airport (Terrace-Kitimat).

The agreement paves the way for a transfer of the land, currently under the Province's control, to a joint venture structure that will plan, develop and market the land.

The City and the Kitselas First Nation hope to use this industrial land development as one of the key components of an economic revitalization initiative to build on the strengths that exist in the region.

Seniors’ Needs Study

The City, with funding assistance through the Ministry of Community Services - "Seniors in Communities Dialogue" initiative, recently undertook a Seniors' Needs Assessment in the Terrace area. The purpose was to increase our knowledge of the existing seniors' programmes in the area, understand the strengths and weaknesses of existing programmes and the roles of other groups involved in providing services to seniors, and explore the possibility of new initiatives. Issues discussed included housing, transportation, health care, recreation, social and support services; generally speaking, what makes Terrace a good place for seniors to live and how we can make it even better.

This Seniors' Needs Study would not have proceeded without the funding support we received through the Ministry of Community Services, and the participation of the UNBC Rural and Small Town Studies Research Team who, in conjunction with the local Committee, developed and  conducted the interviews, and prepared the final reports.

Forestry Task Force

The Forestry Task Force Implementation Committee was appointed by the City of Terrace Council from a list of volunteers attending the “Communities in Crisis” Conference held in the fall of 2003. The Committee was tasked with developing the results of this Conference and providing an advisory report. This report provides the City of Terrace Council with a prioritized set of recommendations regarding the considered interests of Council on forest industry related matters.

VIEW Community Forest Overview and Task Force Report

The City of Terrace sees the establishment of a Community Forest as part of a long-term solution to the problems we are currently facing in the region, as well as an opportunity to promote management of the area’s forest resources. Some of the benefits to the region if this initiative is successful will be:

Improved Opportunities to Access Fibre for Local Business and Entrepreneurs;

Educational Opportunities for Community Colleges whose Students are Planning Careers in the Forestry Industry;

Local Jobs for the Skilled Work Force in the Region;

Practicing Alternative Environmentally Friendly and Innovative Harvesting Techniques;

Recreational Opportunities with the Development of Regional Sites;

Reducing the Impact on Local Business of Fluctuations in Markets. Smaller Specialized Operations will not Create such an Economic Impact during these Fluctuations than that of the Current Large Licence Holders;

Goods and Services Bought Locally will Benefit the Entire Community.

Spirit Bears in Terrace

The City of Terrace was a proud supporter of the Lions Spirit Bears in the City project. The monies raised by this BC Lions Society initiative will go towards helping children with disabilities.

Local artists, partnered with sponsoring organizations, have created very unique and distinctive bears throughout the community.

Terrace has a long-standing relationship with this rare bear (a sub-species of the black bear family), having adopted it as the City's corporate symbol in the 1980's, and more recently having officially marked the Spirit Bear, Kermode Bear, Kermodei Bear, and Moksgm'ol under the Trade-marks Act in 2004. The bear is featured in the City's logo, advertising and marketing, as well as wares and products. Sightings of this distinctive white bear in the Terrace area are always a cause for excitement.

As with all wild creatures, bears must be treated with the utmost respect. Please keep your distance if you come upon any bear, and do not attempt to feed or approach them. Mothers are extremely protective of their cubs and there should never be any move made towards the cubs. When in the wilds, ensure that you are heard, so that you do not stumble upon wildlife. For further information on bears and wildlife, please contact the Ministry of Water, Land and Air Protection

Regrettably, two of these protected animals have been illegally poached over the years. Fortunately, they have been preserved for visitors and residents to enjoy - stop by City Hall to view the mounted bear in our Council Chambers, and/or pick up a City of Terrace pin featuring the Kermodei Bear. The other Spirit Bear is available for viewing at the Northwest Regional Airport.
